Juan Carlos Benitez - Attorney with Defense and Policy Focus
An attorney and policy advisor with extensive experience in immigration, territorial affairs, national defense, and economic development, Juan Carlos Benitez has held leadership roles in government, private practice, and nonprofit organizations, often focusing on U.S. territories, workforce initiatives, and policy affecting the Mariana Islands and Guam. Juan Carlos Benitez' work has also involved advising on U.S. defense interests in the East Asian region.
Mr. Benitez earned a bachelor’s degree in judicial systems from the Universidad del Sagrado Corazon and a juris doctor, cum laude, from the Inter-American School of Law, where he served as student body president and editor of the law review. His career includes serving as special counsel for immigration-related unfair employment practices at the U.S. Department of Justice, a position for which the Senate confirmed him. He later served as senior vice president at Cassidy & Associates in Washington, D.C., advising on international relations, labor, and justice matters. He has also led organizations such as the Washington Pacific Economic Development Group and the Marianas EB-5 Regional Center, which he closed after several years of operation.
In addition to his legal and policy work, Mr. Benitez has taken part in community and workforce initiatives. As president and chairman of the Latte Training Academy, he oversees vocational training programs in the Marianas and Guam. He also serves on the board of trustees for Catholic Social Services in the Archdiocese of Agana and as an alternate director for the Guam Chamber of Commerce.
